Mt. Zion is better. The early Hebrew church was struggling to continue following Jesus and the author is now encouraging them to and showing them that they have not come to Mt. Sinai but rather have come to Mt. Zion, the city of God, heavenly Jerusalem! We are already in Mt. Zion but not yet, and one day when Christ returns all His people will be with Him in glory, in Mt. Zion.
